Background

Following the Pakistani government’s resumption of the Illegal Foreigners Repatriation Plan (IFRP) on 7 March 2025, Afghanistan has witnessed a sharp increase in returnees over 500,000 people in April–May 2025 alone.

At the same time, the Iranian government’s new immigration policy (announced 23 February 2025) has further accelerated returns, with approximately 1 million people returning from Iran in 2024.

Jalalabad, the capital of Nangarhar Province, has been one of the hardest-hit areas, hosting 20,234 of the province’s 162,180 returnees. During a field survey in June 2025, PWJ and YVO confirmed severe shortages in food, water, and essential daily items, highlighting the urgent need for immediate humanitarian assistance.

Project Purpose

To ensure minimum living conditions for newly arrived returnee households through the distribution of Non-Food Items (NFI), including cooking utensils, hygiene products, and daily necessities.

Key Activities

1. Selection of Beneficiaries

  • In close coordination with DoRR, UNHCR, IOM, and the Shelter Cluster.
  • House-to-house visits to identify and verify 1,637 vulnerable households (approx. 11,459 people) based selection criteria.

2. Distribution of NFI Kits

  • Items include cooking utensils, hygiene supplies, and other daily essentials.
  • Procured through a transparent bidding process ensuring quality, cost-efficiency, and timely delivery.
  • Distribution points selected with consideration for safety and accessibility.
  • All distributions carried out in line with ESNFI Cluster guidelines.

Expected Impact

  • Immediate relief for 1,637 returnee households.
  • Improved access to essential daily items.
  • Enhanced dignity and living conditions for newly returned families.
